"Lead battery industry access conditions" were jointly established. The relevant departments are required to invest in investment management, land supply, environmental verification, credit finance, power supply, and safety permit, etc. in the relevant departments.In order to promote the continuous, healthy, coordinated development of the lead-in-lead-in-leading parts production industry in my country, the investment behavior of the industry, the "Environmental Protection Law of the People's Republic of China", "Heavy Metal Pollution Comprehensive Prevention“Twelve Five”Planning and "Industrial Structure Adjustment Guidance Catalog (2011)" related laws, regulations and industrial policies, based on reasonable layout, control of total, optimized stock, protecting the environment, and order development, etc. Initial condition.
First, corporate layout
(1) The new project should be based on the construction of the corresponding functional area above the industrial park established by law according to law, which is in line with the requirements of the "Health Protection Distance Standard" (GB11659) of Lead Battery Factory. Conditional areas should gradually move existing production enterprises into the industrial park. The key area of heavy metal pollution prevention and control is prohibited from new lead storage batteries and its lead-containing component production projects. All new, changed expansion projects must have the source of heavy metal pollutants determined by the local environmental protection authority.
(2) "Construction Project Environmental Impact Assessment Classification" (Environmental Protection Department Order No. 2) Article 3 Provisions of various types of natural protected areas, cultural and chemical and other environmental sensitivity areas, and the overall planning of land use Within cultivated land and basic farmland protection, new construction, renovation of lead batteries and its lead-containing component production projects are prohibited.
Second, production capacity
(1) New construction, redevelopment lead battery production enterprises (project), after the completion of the same factory, the production capacity of the year should not be less than 500,000 kiloflight (calculated according to the single class 8 hours).
(2) Existing lead battery manufacturers (project) The same capacity of the same factory should not be less than 200,000 kiloflight; the existing commodity plate (referring to the manufacturer of lead storage batteries sold in the form of battery parts) (Project), the year-on-year production capacity should not be less than 1 million kiloflight.
(3) New lead storage batteries such as winding, bipolar, lead-carbon battery (super battery), or production projects of the grid manufacturing process using expansion (cable, punching, continuous casting and rolling, etc.) Production capacity limit.
Third, the construction project that does not meet the access conditions
(1) Opened ordinary lead storage battery (refers to a lead storage battery that uses a straight-row structure, internal and external pressure of unmetherentially filtered. Existing open ordinary lead battery production capacity should be eliminated.
(2) New construction, and change the production project of commodity plates.
(3) New construction, change the production project of the extensive commodity plate assembled lead battery.
(4) New construction, change the production of dry charged lead electricity storage batteries (internal no electrolytes, plates for a head and in chargeless state) production project.
(5) New construction, change the cadmium content of above 0.002% (battery mass percentage, the same) or a single arsenic content of 1% by 0.1% and its lead-containing component production project.
(6) Lead-storage batteries with higher cadmium contents above 0.002% or higher arsenic content and its lead-containing component production capacity should be eliminated before December 31, 2013.
Fourth, crafts and equipment
New, change the expansion enterprise (project) and existing enterprises, process equipment and related supporting facilities must meet the following requirements:
(1) The project shall be equipped with process equipment that meets relevant management requirements and technical specifications and energy-saving and environmental protection facilities with corresponding processing capabilities. Energy-saving and environmental protection facilities should be regularly maintained, maintained, and do a good job in daily operation and maintenance records. The engineering design and process layout design of new and redevelopment projects should be borne by the units with the qualifications of the national approval project.
(2) The melting lead, cast plate and lead part should be located in a closed workshop, a portion of the fuse, and the site of the casting machine, should be maintained in a local negative pressure environment and connected to the exhaust gas treatment facility. The melted passenger should remain closed and automatic temperature control measures should be closed when the addition is not added. It is forbidden to adopt an open melting lead pot and a handmade casting process. New, change the expansion project, if used by gravity casting plate, concentrated lead (refers to a lead-to-lead in two or more cast plates, and the existing project uses gravity casting plate grid process.
